Upon arriving the vessel did not have a proper crew on board to conduct initial inspection, Master was unaware of 46CFR140 requirements, fuel valves were in the wrong place, life float was installed incorrectly. Inspection stopped and vessel is restricted from movement until a follow up inspection is complete.
