If... damage or deterioration to the hull plating, structural members, or cargo tanks is discovered, the Officer in Charge, Marine Inspection, may require the vessel to be drydocked or otherwise taken out of service to further assess the extent of the damage and to effect permanent repairs. Vessel was involved in a collision on the starboard side to include the forepeak and along the exterior of the 1, 3, and 5 ballast tanks with unknown damage to hull. Vessel is required to be taken out of service and restricted in movement until a satisfactory damage assessment is conducted. Provide a satisfactory diver report and damage assessment survey in order to determine any necessary plans for repair. 46 CFR 31.10-21(c)

No extensive alterations involving the safety of a tank vessel either in regard to hull or machinery shall be made without the approval of the Commandant. Before such alterations are carried out, copies of plans and specifications in triplicate for the work involved shall be submitted. Plan G&C Dwg. No. P-11, Rev. 3, "Hydraulic Piping", dated June 21, 2024 needs to be resubmitted to include the valves, demonstrating compliance with 46 CFR 56.20. See USCG Marine Safety Center letter E1-2403646, dated October 9, 2024 for reference.

Shipboard marine pollution emergency plan (SMPEP) was not present during inspection. SMPEP must be approved and carried onboard prior to carrying Annex II cargo.

All exposed and dangerous places such as gears and machinery shall be properly protected with covers, guards or rails in order that the danger of accidents may be minimized. Both electrical generators have an exposed pulley on the motor for the radiator fan. Retrofit guards.
