Piping and tanks exposed to the outside of the hull must be made of metal and maintained in a leak free condition. Vessel began leaking fuel oil into the harbor via a damaged sewage pipe that runs through an integrated fuel tank. Vessel is given permission to transit from anchor to Braintree Citgo facility to offload cargo. Once cargo operations are complete, vessel is to proceed to New York to effect permanent repairs. Repairs must be made to the satisfaction of TPO and USCG.
