Vessels shall be constructed to at least be equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Vessel suffered severe damage to the port side raised cargo trunk, VCS piping, cargo machinery area including discharge manifold, small discharge containment, piping, cargo pump and prime mover. Barge authorized one time transit from current location to TT Shipyard IAW approved Permit to Proceed at MM 237 for lightering operations and permanent repairs to be overseen by OCMI.

Resolution: Observed repairs to all damaged areas specified. Testing watertight integrity with air test at 1.5 psi.

When major alterations or major repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect for new construction insofar as possible. When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible. 46CFR30.01-10 Vsl was reported with damage received from Hurricane Ida and currently aground. Vsl shall provide damage survey, transit plan and/or salvage plan report to the satisfaction of the CG prior to movements. Issued 835 for damage survey, transit plan and/or salvage plan.

FMT 1052 allided with a drydock and was being pushed by the UTV Kristy Dutsch, checked all voids, 14inch inset on starboard side shell. Repairs should be done to the satisfaction of the attending Coast Guard Marine Inspector during the next Dry Dock examination.
