Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported a loss of the port main engine followed by generator and stbd engine, due to faulty fuel shut-off valve. The mechanical failure of this valve interrupted the fuel supply to the vessel's engines, rendering the vessel unable to maneuver or maintain power.
Repair or replace fuel shut off valve and demonstrate satisfactory operation of all associated machinery to the Coast Guard prior to movement.
