The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency conditions. This includes, but is not limited to, responses to alarms and restoration of propulsion and steering in the event of failure. On May 10, 2022, while navigating the Mississippi River the vessel experienced a period of reduction in RPMs on the port main engine and subsequently a loss of power on the port generator.

An existing vessel may be deemed by the OCMI, or TPO, to be in compliance with this subpart provided that the vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by either the OCMI, or TPO engaged to perform an audit or survey. Vessel operator reported excessive water in the bilge from an unidentified source. Vessel is to be removed from service until complete survey/inspection can be conducted to rule out damage, or identify source and complete repairs. Duty Marine Inspector will accept a TVIB report that satisfies the requirements of this deficiency. Upon satisfaction of repairs/conditions by TVIB, any codes for Action that limit vessel operations may be removed, and the DMI is to be formally notified by TVIB.

The Nipple on the "T" broke off. Hydraulic oil leaked out on to the containment deck, causing loss of steering.
