All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. Barge was struck by ITV STEPHEN R WARDEN while having the cargo Propylene on board. A Surveyor must conduct a survey of the barge attesting to the structural integrity is satisfaction to the attending CG Marine Inspector through a Survey Report. 46 CFR 32.60-1(a)

When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible. Vsl was reported with damage received from Hurricane Ida Vsl shall provide damage survey and salvage plan report to the satisfaction of the CG prior to movements

When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible .Vessel reported damage to hull on starboard side center consisting of 4ft long dent with 1ft gash and 1 inch diameter hole. Inspected to the satisfaction of a Coast Guard inspector.
