FOR TANKERS OF 20,000 TONNES DEADWEIGHT AND UPWARDS THE PROTECTION OF THE CARGO TANKS SHALL BE ACHIEVED BY A FIXED INERT GAS SYSTEM IN ACCORDANCE WITH THE REQUIREMENTS OF THE FIRE SAFETY SYSTEMS CODE. THE INERT GAS SYSTEM REFERRED TO IN CHAPTER II-2 OF THE CONVENTION SHALL BE DESIGNED, CONSTRUCTED AND TESTED TO THE SATISFACTION OF THE ADMINISTRATION. PSCO COULD NOT VERIFY CONCENTRATION OF NITROGEN USED FOR CALIBRATION OF O2 ANALYZER, THEREFORE COULD NOT WITNESS PROPER CALIBRATION. VESSEL SHALL HAVE A RISK ASSESSMENT APPROVED BY CLASS TO MONITOR THE ATMOSPHERE OF THE CARGO TANKS. VESSEL SHALL OBTAIN NEW BOTTLE AND PROVIDE DOCUMENTATION OF NITROGEN CONCENTRATION. VERIFY CALIBRATION OF OXYGEN ANALYZER TO THE SATISFACTION OF CLASS. SUBMIT CLASS REPORT TO COAST GUARD. 74SOLAS(04)II-2/4.5.5.1.1, FSS 15.2.2.1.1

Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. In addition, it shall be provided with alarm arrangements to indicate when this level cannot be maintained. The system shall also be provided with arrangements to ensure tat any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 ppm. PSCO observed at time of inspection oil content meter was not operational and would not energize; PSCO was unable to conduct tests.

02 - The construction of the doors and door frames in "A" Class Divisions, with the means of securing them when close, shall provide resistance to fire and passage of smoke and flame. PSCO identified a weld repair and cracking on the upper door frame going into oil purifier room and an additional crack going into power pack room.

Each tankship with a VCS must be fitted with a pressure sensing device which has a high pressure and low pressure alarm that gives an audible and visual warning on the vessel where the cargo transfer is controlled. PSCO noted that the high and low audible and visual alarms were inoperable when tested.
