Machinery and electrical system must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel reports loss of steering capability on STBD side. Repair for full steering capability, to the satisfaction of TPO.

Resolution: The vessel replaced the missing starboard rudder and shaft. Repairs and satisfactory operational testing of the steering gear were verified by the attending TPO surveyor. The deficiency is resolved.
