All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. The hull and deckhouses shall be of steel or iron construction except that the pilothouse and decks over quarters may be constructed of wood. Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Barge sustained damage to side shell plating after collision with another barge while in tow. Vessel is to proceed to shipyard for repairs under the supervision of attending USCG Marine Inspectors.

The Cargo tank venting system must relieve at a pressure corresponding to a pressure in the cargo tank vapor space not less than 1.0 pounds per square inch gauge. Pressure Vacuum valve was found to have exterior damage and a slow continuous vapor leak at only .5 psi. Prior to cargo operations, pressure vacuum valve is to be serviced and tested by a technician. Barge is authorized a one time discharge within 7 days.

Resolution: Replaced P/V Valve and provided test report of the new P/V. Test report is attached.

The Respective piping systems installed on ships and barges shall have the necessary pumps, valves, regulation valves, safety relief valves, relief valves, flanges, fittings, pressure gages, liquid level indicators, thermometers, etc. For safe and effective operations of the vessel. IAW 46 CFR 32.50-15, Vessel was involved in a marine incident resulting in damage to the port side cargo header line. Pipe was broken free of bracket and moved approx 1', bend in pipe is just above the rise from the aft tank to the header. Operator will be required to test piping and submit a lightering plan to [email withheld] for approval prior to discharge. Vessel will require a PTP with requested repair proposal prior to leaving Corpus COTP Zone.

Resolution: Cropped and renewed piping at the damaged area where it was bend at the drop into aft cargo tank. Replaced a section with same pipe schedule and utilized approved certified 6G welder. Tested pipe at 1 1/2 MAWP for 10 min.

Due to collission with damage to portside midship, proceed to repair facility after cleaning to conduct damage survey and repairs. Prior to commencing repairs, complete damage survey of vessel and provide repair proposal to USCG Marine Inspector to include survey of all port side wing voids, 1-3 port cargo tanks, and any additional effected areas.
