Marine Inspectors attended vessel after a thermal fluid spill during loading operations. The thermal fluid piping was found pressurized during cargo loading and after cargo shutdown, caused failures at the valve gaskets on deck. Vessel shall proceed directly to a shipyard within the COTP zone for cleaning and replacement of all gaskets on deck in the thermal fluid heater system.

Resolution: Observed operation of system at pressure with no leaks observed, System had 300-400 gallons of heater poil added follow the spill.
