Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: (1) Be maintained to ensure proper operation; (2) Be suitable for route and service; and (3) Have suitable propulsion controls to provide the operator full control at each operating station. Vsl suffered loss of steering and loss of propulsion on port main engine. Repair all affected machinery/equipment and conduct function tests, and to the satisfaction of the TPO.

If the master or officer in charge of a navigational watch believes it is unsafe for the vessel to proceed, that an operation endangers the vessel or crew, or that an unsafe condition exists, he or she must ensure that adequate corrective action is taken and must not proceed until it is safe to do so. While transiting southbound at mm 146 LMR the master fell asleep while on watch and at the controls of the vessel. Provide to the Coast Guard, with concurrence of your TPO, a corrective action plan to ensure that all Masters and Officer's of a Navigational watch are trained in all aspects of responsibility outlined in sub-chapter M.
