Employers must maintain records of chemical tests and make available to the CG upon request. Provide updated list of crew that are in the drug testing program.

Each towing vessel must have visible and audible alarms for high bilge levels. Prove operation of high bilge alarm in lazarette.

There must be installed bilge pump/piping for dewatering. The mid-engine room bilge suction could not be tested due to oily water in the bilge. Test suction after oily water is removed.

Rails or equivalent protection must be installed near the periphery of all decks accessible to crew. Repair the broken railing on the top deck, starboard side.

Ensure all hatches designed to be watertight or weather-tight function properly. The forepeak hatch cover could not be removed as designed.

Stowage positions for lifejackets must be marked. Install markings or symbols for lifejacket storage.

A vessel that is exposed to salt water more than 6 months in any 12 month period since the last examination must undergo a drydock and internal structural examination at least twice every 5 years, with not more than 36 months between examinations. Vessel is overdue for it's drydock inspection. Drydock inspection was due no later than 31Aug2025. Conduct drydock inspection prior to commercial operations.

The managing owner or managing operator of a towing vessel, who has selected the Coast Guard inspection option, must make their vessel available for the Coast Guard to conduct the examinations required by this subpart in accordance with the intervals prescribed in § 137.300. Vessel has sustained fire damage to cabin area, vessel to be inspected for additional damage and all repairs to be completed and tested to the satisfaction of the Coast Guard prior to returning to service.

After each modification, the lightweight characteristics must be recalculated. (b) When the aggregate weight change is more than 2 percent of the vessel's approved lightweight displacement, or the recalculated change in the vessel's lightweight LCG is more than 1 percent of the LBP, a deadweight survey must be performed to determine the vessel's current lightweight displacement and LCG. In accordance with stability letter issued by ABS;16JUNE2022, Any alteration resulting in a change of weight will invalidate the stability letter. Submit weight change calculations iaw MTN 04-95 to ABS iaw NVIC 3-97 Stability Related Review Performed by the American Bureau of Shipping for U.S. Flag Vessels. Have weight change evaluated and a stability review completed by ABS prior to commercial service.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Due to engine replacement, complete a sea trail at the completion of installation to the satisfaction of the Coast Guard Marine Inspector.

Essential systems or equipment must be regularly tested and examined. If a component is found unsatisfactory, it must be repaired or replaced. Three leaks were identified within the bilge piping system. Repair to the satisfaction of attending MI.

Electrical conductors passing through watertight bulkheads must be installed so that the bulkhead remains watertight. Two penetrations on the aft fiddley bulkhead were not watertight.

Pressure vessels must be externally examined annually, relief valves tested, and must have the MAWP indicated by a stamp, nameplate, or other means visible to the crew. The port and stbd pressure vessel did not have a permanent stamp or nameplate attached indicating the MAWP and the temporary sticker was partially removed. In addition, several areas of deep pitting were identified on the tank surface of both the port and stbd tanks. Install new port and stbd pressure vessels meeting ABS Rules for Building and Classing vessel under 90 m in length or provide proof of existing tank design pressure and conduct a hydrostatic test under pressure.

Each towing vessel must carry on board and maintain charts or maps that are currently corrected editions, if the vessel engages in towing seaward of navigable waters of the U.S. Provide a current paper chart of the area to be transited or provide an ENC that meets IEC 60945 or RTCM.

A towing vessel must be maintained and operated so the watertight integrity of the vessel are not compromised. A small pinhole was identified on the aft fiddley bulkhead IWO the watertight door. Repair to the satisfaction of the attending MI.

Repair or replace the 01 deck control room watertight door, or place all electrical components in watertight enclosures.

Replace missing stbd generator exhaust lagging.

De-scale the forward steering compartment bulkhead to allow for USCG Inspection prior to coating. This CG-835 is issued for 30 days and is not extendable.

All hand-portable fire extinguishers, semi-portable fire-extinguishing systems, fire-detection systems, and fixed fire-extinguishing systems, including ventilation, machinery shutdowns, and fixed fire-extinguishing system pressure-operated dampers onboard the vessel, must be inspected or tested at least once every 12 months. Semi-portable and portable fire extinguishers are overdue.

Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: (5) High bilge levels. Laz bilge high level alarm is inoperable.

All fire-detection systems must be inspected or tested at least once every 12 months. Provide servicing report.

Verification of compliance with design standards, when required by §144.135, must be performed by an individual or entity who meets the requirements of §144.140. Provide evidence of plan approval for hull modifications.

The owner or managing operator of an existing vessel operating under a stability document must be able to readily produce a copy of such document. Provide updated stability letter showing new lightship characteristics.

A towing vessel subject to this subchapter and choosing the Coast Guard inspection option, must undergo an annual inspection within 3 months before or after the COI anniversary date. Vessel annual inspection is past due. Complete annual inspection prior to movement.

Each towing vessel must comply with the requirements of part 4 of this chapter for reporting marine casualties. Vessel did not report marine casualty to the CG. Submit written report using CG-2692 to cognizant OCMI in which casualty occurred.

All owners and operators of an existing towing vessel must have a valid COI prior to the specified phase-in period. This vessel is one of the vessels that has not obtained a valid COI. The vessel shall be made available for a Coast Guard COI inspection within 90 days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate. 12NOV20: changed to Code 16.
