A vessel must be operated in accordance with applicable laws and regulations and in such manner as to afford protection against hazards to life, property, and the environment. MI received a call that the towing vessel was involved in a collision. Vessel must submit a TPO Report attesting to the seaworthiness of the vessel prior to movement.
