Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard and under normal and emergency conditions. Vessel reported loss of starboard engine following bridge allision. Tow wire was caught in starboard wheel and burned the clutch. Make appropriate repairs to the satisfaction of the attending surveyor. The vessel's TPO has the option to clear this 835 with notification to the local [name withheld] Letter 17-10. 46 CFR 143.205
Action required: 17 - Rectify deficiencies prior to departure

Resolution: Received statement from vessel TPO that necessary repairs were made to port engine.
