Resolved
Vessel experienced a steering system casualty when its flanking rudders failed to respond. Boat Engineer determined cause of failure was due to a leak in the hydraulic ram for flanking rudders. Leak is isolated to the ram for flanking rudders only and steering rudders are operational. Vessel plans to go light boat from mile 181 UMR to National maintenance and Repair ship yard at mile 197 UMR to affect repairs. Complete permanent repairs to the flanking rudder steering system and conduct satisfactory operational test of the entire steering system once repairs are complete. This deficiency must be cleared to the satisfaction of a Coast Guard marine inspector prior to returning vessel to service. Vessel does not possess a COI at this time, but company has a Towing Safety Management System (TSMS) with Third Party Organization (TPO) oversight. In lieu of Coast Guard attendance, the company may use their Third Party Organization, TVIB, to accept/approve the repairs and provide a report to the Coast Guard.
