The master must ensure that all hatches, doors, and other openings designed to be watertight or weather-tight function properly. The watertight door leading to the engine room had a non-functioning closure device that was installed improperly. Replace closure device and ensure proper operation of door to the satisfaction of the coast guard.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel lost steering intermittently due to electrical problem. Prove proper operation of steering gear to the satisfaction of attending Coast Guard Marine Inspector prior to departure from the pier.

MI's noted all 3 engine room bilge alarms were inoperable. Prior to vessel movement, vessel shall make permanent repairs to ensure all engine room bilge alarms are operational to the satisfaction of the Coast Guard.
