A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. Vessel reported water intrusion on the port side into a void space coming through a wasted weld seem between the rub rail and side plating. The vessel is to submit a transit plan for approval to enact permanent repairs. A TPO report must be submitted to the Coast Guard after repairs are complete. 46 CFR 140.605(b)

Vessel reported a pinhole leak below the waterline under the STBD shaft. Vessel must submit a transit plan and have approval prior to vessels movement. Following repairs, a report by TPO or TPO approved internal surveyor, must be provided to OCMI attesting to satisfactory repairs. 46CFR144.200 (a)

Each towing vessel's propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems must be maintained to ensure proper operation and be suitable for the route and service intended. Vessel experienced a reduction in propulsion. Starboard main engine shut down after the vessel hit a bank and is not able to be operated while clutched in. Vessel is permitted one time transit to shipyard, and is not permitted to push barges until the deficiency is corrected.
