Inspection for certification. Nature of inspection. The inspection will ensure that the vessel is in satisfactory condition and fit for the service for which it is intended, and that it complies with the applicable statutes and regulations for such vessels. The inspection will include inspections of the structure, pressure vessels and their appurtenances, piping, main and auxiliary machinery, electrical installations, lifesaving appliances, fire detecting and extinguishing equipment, pilot boarding equipment, and other equipment. While conducting the vessel's initial COI inspection, excessive structural steel wastage/holed areas were discovered throughout watertight wing tank bulkheads and structural frames in multiple voids and wing tanks, and excessive scaling throughout all voids and wing tanks. Prior to issuance of the initial COI, vessel must complete the remainder of the COI inspection and all void and wing tanks must be dewatered and descaled in order to assess extent of wastage. Hull and structural areas where wastage is in question to be in excess of 25% of original thickness must gauged by a Non-Destructive Testing (NDT) level II technician. All hull and structural areas in excess of 25% wastage of original thickness must be cropped and renewed. Owner/Operator has been informed that a dry dock may be required once assessment has been completed. Vessel may not be used for towing operations.
