The crew were unaware that the 2 fuel valves were unable to be closed by the remote closure devices rendering the vessel a major safety risk if a fire occurred. Repair immediately and prior to movement. 46 CFR 143.260(d)

Resolution: Vessel had 01 fuel valve that was installed inproperly and seized. Vessel replaced it and Marine inspectors witnessed test of both fuel valves.

In areas where space limitations make deck rails impractical, such as at narrow catwalks in way of deck-house sides, hand grabs may be substituted." No railing or hand grabs alongside the side deck superstructure, bulwark only 2 feet high, creating an unsafe condition for crew members to potentially fall overboard. Within two weeks, coordinate to meet the requirements stated above. 46 CFR 144.800(a)
