Each towing vessel must have either a self-priming, power-driven, fixed fire pump, a fire main, and hoses and nozzles. A fire pump must be capable of delivering water simultaneously from the two highest hydrants at a pressure of at least 50psi and a flow rate of at least 80 gallons per minute. During a firefighting equipment test, fire pump piping was found to be leaking at the pressure gauge was reading 20psi while operating only the main deck fire station.

If after a radiotelephone station inspection, the Federal Communications Commission determines that the Bridge-to-Bridge Act, the rules of the Commission and the station license are met, an endorsement will be made on the appropriate document. Each vessel must carry a certificate with a valid endorsement while subject to the Bridge-to-Bridge Act. Incorrect information (official number, call sign, and gross tonnage) was noted on the vessel's FCC Bridge-to-Bridge and Radiotelephony Certificates.
