Identified lack of maintenance for sight glass components on cargo tanks #1, #2, #3 and #4 that included ineffective (worn) wipers, deteriorated gaskets and missing protective covers (metal covers). 46 CFR 39.20-3(a) / 46 CFR 39.2003(a)
