Each towing vessel operating on oceans, coastwise, or Great Lakes routes must have a means to take blood pressure readings, splint broken bones, and apply large bandages for serious wounds. The first aid kit on board had mostly expired medicines and equipment.

Electrical systems and equipment must function properly and minimize system failures and fire and shock hazards. In the engine room, the 12 gauge wire from the battery for the general alarm system requires a fuse not exceeding 20 amps; the 2/0 gauge wire from the selector switch to the pilothouse requires a fuse not exceeding 175 amps; the 14 gauge from the batteries to the pilothouse requires a fuse not exceeding 15 amps. In the bow thruster space the 12 gauge wire from the batteries requires a fuse not exceeding 20 amps and the 14 gauge wire from the batteries requires a fuse not exceeding 15 amps. Fuses shall be installed as close to the batteries or selector switch as possible. Fuse are to be enclosed cartridge style.
