Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Marine Inspector received notification that ESCAMBIA had a loss of propulsion. Vessel is required to provide a Technician Report stating satisfactory repairs has been completed and the vessel is fully operation prior to vessel movement. Vessel is not authorized movement until Marine Inspector verifies satisfactory repairs have been completed. 46 CFR 143.205(a)

The water light must be attached by the lanyard with a corrosion-resistant clip to allow the water light to be quickly disconnected from the lifebuoy. 46CFR 141.360 (c)(3) Lifering float light is extinguished and line is frayed without corrosion resistant snap hook.

Piping is base of fire pump are severly rusted requiring replacement.

Vessel reported to have a sheen emit from the stern while underway. Upon further investigation head tank for Z-Drive shows a loss of oil. Propulsion, machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems must be maintained to ensure proper operation. The vessel operator reported a loss of propulsion to the starboard forward z-drive and is currently conducting repairs to the z-drive kort nozzle and transmission at GMR dry dock facility, Tampa, FL. Provide TPO report attesting to proper system operation for CG review and approval prior to departure from port or cargo operations.

Resolution: A complete overhaul of Z-drive was completed by Southern Thruster LLC (authorized manufacturer technician). Upon completion of the overhaul a sea trial was conducted. The attending surveyor deemed the repairs to be satisfactory.
