The intent of this part is to ensure that the scantlings, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. Primary consideration shall be given to the provision of a seaworthy hull. MI found a broken welds in port aft steering, forward void and an open screw hole in deck next to port side fuel tank.

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a through hull fitting below deepest load waterline. MI found the bilge high level alarm disconnected in aft steering.

The water cooled exhaust system between the point of cooling water injection and the engine manifold shall be water-jacketed. MI observed leaking cooling water around the injection point in the exhaust system; several gaskets and clamps were leaking.

Where flexible fill pipe section is necessary, suitable flexible tubing or hose having high resistance to salt water, petroleum oils, heat and vibration, may bes used. MI found flexible hose on fuel tank fill line made from J/W hose.

A suitable marine type strainer shall be fitted in the fuel supply line in the engine compartment. MI observed port engine fuel filter leaking fuel.

When the exhaust cooling system is separate from the engine cooling system, a suitable warning device shall be provided to indicate any failure of water flow in the exhaust cooling system. Such warning shall be visible or audible at the engine operating station. Port and starboard main diesel engine exhaust cooling raw water pump sensors were inoperable.

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its design limitations. MI Observed Port and STBD keel cooler flex piping wasted.

All vessels shall be provided with a satisfactory arrangement for draining any watertight compartment other than small buoyancy compartments, under all practical conditions. MI observed bilge manifold valve on forward compartment leaking.

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. MI observed life jacket donning instructions were posted for a different type of life jacket onboard.

Rigid nonmetalic materials are acceptable for use in bilge, ballast and machinery connected piping systems. MI observed soft pipe on bilge piping going to stern void.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Received notification from PSC team that vessels stern void was filled with water. Vessel rep reported water intrusion was caused by a rudder tube leak. Conduct repairs to the satisfaction of the attending marine inspector. Vessel shall get underway to verify repairs.46 CFR 177.100

Two out of three fire buckets were found without attached lanyard as required. 46CFR181.610 Must have at least three 2.5 Gallon buckets , with an attached lanyard satisfactory to the cognizant OCMI. The words "Fire Bucket" must be stenciled in a contrasting color on each bucket.

The vessel's means of temporarily closing machinery space supply duct was not operable. 46CFR182.20-45(e)old T, Cowls or scoops shall be kept open at all times except when the stress of wather is such as to endanger the vessel if the opening are not temporily closed

Cotter pin was missing for the port staft. All vessels shall be provided with a suitable steering apparatus.

Oil was leaking from the oil pressure gauge wiring leadign to the main engines. All observed unsafe practices and hazardous situations must be corrected.

Crop and renew supports for hydraulic ram in lazarette to satisfaction of attending marine inspector.

Correct the fuel leak at the main fuel/tank emergency shut-off valve (tank nipple to valve threaded connection).

MAKE PERMANENT REPAIRS TO DECK, UNDER DECK ANGLES AND BRACKETS IN FOREPEAK PRIOR TO CARRYING PASSENGERS.

PROVIDE FCC RADIO STATION LICENSE ON BOARD.

PROVIDE TWO LIFE PRESERVERS. VESSEL IS RESTRICTED TO THE CARRIAGE OF 28 PASSENGERS UNTIL COMPLETED.

PROVIDE LIGHT FOR MAGNETIC COMPASS.

MARINE EMPLOYER SHALL PROVIDE EVIDENCE THAT THIS VESSEL COMPLIES WITH THE CHEMICAL TESTING PROGRAM REQUIREMENTS AS IDENTIFIED IN 46 CFR PART 16, SPECIFICALLY THE EMPLOYEE ASSISTANT PROGRAM (EAP) SUBPART D.

Replace with appropriate fixtures, lighting in engine room.

Replace bilge alarm switch in engine space.
