The intent of this part is to ensure that the scantlings, material, fastenings, workmanship and arrangement of each vessel are such as to provide for safe operation in accordance with the terms of its certificate of inspection. Primary consideration shall be given to the provision of a seaworthy hull. MI found a broken welds in port aft steering, forward void and an open screw hole in deck next to port side fuel tank.

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a through hull fitting below deepest load waterline. MI found the bilge high level alarm disconnected in aft steering.

The water cooled exhaust system between the point of cooling water injection and the engine manifold shall be water-jacketed. MI observed leaking cooling water around the injection point in the exhaust system; several gaskets and clamps were leaking.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Received notification from PSC team that vessels stern void was filled with water. Vessel rep reported water intrusion was caused by a rudder tube leak. Conduct repairs to the satisfaction of the attending marine inspector. Vessel shall get underway to verify repairs.46 CFR 177.100

Resolution: Vessel conducted replacement of rudder bearings on rudder post to prevent ingress of water. Observed new bearings and hardware installed on rudder. Witnessed rudder operation underway, all satisfactory.
