A vessel must be provided with bilge pumps in accordance with Table 182.520(a). The fixed power bilge pump must be capable of pumping a minimum of 10GPM. Upon asking crew to test fixed bilge pump, discovered that the wiring to the clutch in the pump was disconnected rendering the pump inoperable. Make repairs or replace pump to the satisfaction of a CG Marine Inspector prior to carriage of cargo/passengers. CITE 46 CFR 182.520
