All tank vessels shall conform to the requirements in this subpart in construction of hulls. Material and workmanship shall be at least equivalent to the requirements of the American Bureau of Shipping. A 3" deck fracture was found on port side walking deck above #3 port wing void. Fracture is located approximately 6' aft of #3 port forward bulkhead and 16" in from side shell near kevel.
