When the potential of the final emergency power source reaches 85 to 95 percent of normal value, the emergency loads under § 112.15-5 must transfer automatically to the final emergency power source and, on a passenger vessel, this transfer must be accomplished in no more than 45 seconds after failure of the normal source of power. Marine Inspector observed the spring-loaded breaker for the emergency circuit did not automatically actuate to the closed position as its intended to. The breaker was manually recharged and then closed after two minutes of the general service breaker being opened.

Inspectors found the grab line on one of the life buoys wasted and the attachment clip corroded. Vessel was able to replace the wasted parts with new to the satisfaction of present Marine Inspectors.
