Verify the cause of the reduction in steering and enact permanent repairs to the satisfaction of a Coast Guard Marine Inspector.

MI observed 03 portable CO2 extinguishers located in the engine room not in the approved brackets. They were secured into the bracket utilizing fabricated cage bolted to the extinguisher bracket. Replace existing brackets with approved brackets.

A survey, either general or partial, according to the circumstances, shall be made every time an accident occurs or a defect is discovered which affects the safety of the vessel. Vessel grounded with 79 passengers onboard and was stuck aground for approximately an hour and a half. It is unknown at this time if there is any damage to the underbody including shafts, propellers, or rudders. Have divers conduct assessment of the underside of the vessel and forward dive report for review.
