Each towing vessel must have a fire detection system installed to detect fires in the engine room and other locations. During a test of the fire detection system, the alarm reset would not function as designed and had to be secured from the breaker panel. The heat detectors were tested twice and each time, the only means to silence the alarm was to secure the power. Make proper repairs to the FDS in accordance with manufacturers instructions and demonstrate proper operation of the same to an attending Coast Guard Marine Inspector and no later than May 01, 2023.

Each life raft on a towing vessel must be stowed in a float free arrangement. During an inspection of the life raft, the stowage was not in a float free arrangement. According to the Towing Vessel Record, the inspection of the life raft and stowage was completed numerous times since the life raft was serviced in January 2023. The Coast Guard demonstrated the proper method of securing the life raft in its cradle and attaching the weak link. In addition, provided the company with visual aids on the proper arrangement. Item was corrected on the spot.

The type and quantity of chemicals that are required to operate the device are provided by the manufacturer in accordance with 33 CFR 159.57(a)(5). The vessel was not adhering to the manufacturers instructions for operating the system as they were using the wrong additive (RID-X) and the wrong chlorinating tablets (pool grade). The instruction manual stated that the additive to be used is SDE 340 and only waste water treatment chlorinating tablets are to be used. Provide the proper chemicals and ensure the Marine Sanitation device is operated in accordance with the manufacturers instructions to the satisfaction of an attending Coast Guard Marine Inspector no later than June 5, 2020.
