A VESSEL MUST BE OPERATED IN ACCORDANCE WITH APPLICABLE LAWS AND REGULATIONS AND IN SUCH MANNER AS TO AFFORD PROTECTION AGAINST HAZARDS TO LIFE, PROPERTY, AND ENVIRONMENT. ON 01APR2019, VESSEL EXPERIENCED LOSS OF STEERING ON TWO SEPARATE OCCASIONS WHILE TRANSITING DOWNBOUND IN ROUTE TO MOBILE. PRIOR TO MOVEMENT, PROVIDE A TECHNICIAN REPORT ATTESTING TO THE COMPLETE INSPECTION, REPAIRS AS NECESSARY, AND TESTING TO ENSURE PROPER OPERATION OF VESSEL STEERING SYSTEM.
