All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. The hull and deckhouses shall be of steel or iron construction except that the pilothouse and decks over quarters may be constructed of wood. Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Vessel was involved in a marine casualty resulting in a 12" horizontal crack w/ 1/4" opening on starboard stern quarter just below the top deck. Effect temporary repairs and proceed in accordance with your submitted plan to final destination to make permanent repairs.

Except as provided in paragraphs (b) through (g) of this section, each tank vessel must undergo drydock, internal structural, and cargo tank internal examinations as follows: (2) Vessels that operate in fresh water at least six months in every 12 month period since the last drydock examination must be examined in accordance with the intervals set forth in table 31.10–21(b). The dry dock, internal structural exam and cargo tank internal exam was required to be completed in September 2022. The vessel had cargo residue in the cargo tanks between September 2022 until was not gas-freed until March 11, 2023. The dry dock exam was not completed until 21MAR2023, internal structural exam was completed 04APR2023, and the cargo tank internal exam was not completed until 17APR2023. 46 CFR 31.10-21(a)(2)
