Your vessel must undergo a periodic inspection within 3 months before or after the second or third anniversary of the date of your vessel's Certificate of Inspection. This periodic inspection will take the place of an annual inspection. Vessel did not receive a periodic inspection within its 3 month window. Vessel must receive a COI Renewal Inspection prior to conducting commercial operations. 46 CFR 31.10-17(b)

MI identified 03 broker/cracked welds. 01 broken weld in the port #3 void on an outboard vertical stiffener located in the middle of the void towards the top of the frame. The other 02 broken welds were in port #6 void on an outboard vertical stiffener, 01 located in the middle of the void and the other, the most aft part of the void towards the top of the frames. VSL is required to repair these weld prior to ISE credit.

Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum of one remote manual shutdown station, conspicuously marked, and located at the midpoint of such vessel, or 100 feet from the engine, whichever is the more practical. The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine (such as by cutting off the intake air). MI observed the aft cargo prime mover did not shut down. The line was pig tailed off the other prime mover's line, preventing it from shutting down. Prior to use of the aft cargo pump prime mover to transfer cargo, vessel is required to properly install the shut down so when the shut down is pulled at the station, the prime mover shuts down. 46 CFR 32.50-35(a) 705c

Vapor tightness test documentation for marine tank vessels. The owner or operator of an affected source shall maintain a documentation file for each marine tank vessel loaded at that source to reflect current test results as determined by the appropriate method in § 63.565(c)(1) and (2). Updates to this documentation file shall be made at least once per year. The owner or operator shall include, as a minimum, the following information in this documentation: Vessel had not vapor tightness test conducted. Vessel rep stated ,they dont't use the VSC line. Prior to loading cargo that requires the use of VSC, vessel is required to conduct a vapor tightness test on the VSC line. 40 CFR 63.567(i) 705c

Where pressure-indicating gages are used, they shall be chosen to be compatible with the pressure to be indicated. The size of the visual display, the fineness of graduations, and the orientation of the display will be considered. In no case shall the upper range of the gage be less than 1.2 times nor more than 2 times the pressure at which the relieving device is set to function. Vessel had a air receiver with a 175 psi relief valve and a gauge that spanned to 200 psi. Making the minimum 0f the gauge 210 psi. Vessel is required to replace gauge or relief valve as appropriate to me the regulation. 46 CFR 54.15-5(f) 16c

Lagging on aft prime mover exhaust and generator exhausts are missing and deteriorating respectively. Replace as necessary.

Cargo liquid discharge gauges were not installed in a manner as to be visible to pump control location. Adjust as appropriate.

Port Engineer could not start aft cargo pump prime mover to demonstrate remote manual shutdown as required as per 46CFR32.50-35. Demonstrate operation of the shutdown to the satisfaction of attending CG Marine Inspector prior to that pump being used for cargo operations.

RT01: Vessel does not have valves labeled in accordance with approved Oil Transfer Procedures.

Generator was replaced. New generator could not maintain load without shutting down. Prove proper operation of over speed and full load operation prior to cargo operations.

Overspeed of engine has not been proven. Vessel has been given two weeks to prove proper operation. Until then a crewmemeber must be onboard anytime the generator is running.

Mount for starboard nav-light is bent at forward end. Repair as original. Make repairs at time of next-cleaning after gas-free.

Emergency shutdown for prime mover not working.

Flame screen on prime mover diesel tank was painted over.

Vessel is permitted to continue en route Pensacola, FL to offload cargo. ASAP after offload, vessel operator must provide internal structural reportto MSO Mobile, AL.
