Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation. MI found VHF radio not DSC capable due to the unit not connected to GPS. 46 CFR 80.905(a)(1)

Watertight bulkheads must not have sluice valves. MI observed a sluice valve between the engine room and the steering space centerline underneath the generator. Submit plans for isolating valve from operation to include plugging from both sides.

Each line shall be provided with a stop valve at the control point or manifold and in addition shall be provided with a check valve at some accessible point in the bilge line. MI observed a missing check valve on the bilge suction for the engine space. Install appropriately sized check valve and verify direction of appropriately sized check valve and verify direction of flow.

Batteries shall be secured against shifting with motion of the boat. MI observed the batteries in the Port and STBD trays not secured from shifting. Secure batteries to prevent shifting.

Each hatch exposed to the weather must be watertight. MI observed the flush deck hatch to the steering space inoperable. Make necessary repairs to the hatch and conduct watertight test.

Primary consideration shall be given to the provision of a seaworthy hull. Pin Hole leak discovered on weld by STBD generator exhaust port. 46 CFR 177.01-5(a) Old T

Vessels shall be inspected for compliance with the standards required by this subchapter. For items not covered by standards in this subchapter, inspection shall be in accordance with standards acceptable to the Officer in Charge, Marine Inspection, as good marine practice. The cotter pin used to hold the propeller fast were missing. 46 CFR 176.25-01(a) Old T

Wiring joints and splices shall be mechanically secure and made in junction boxes. Multiple wires in the engine room were not connected properly and exposed to corrosion/oil. 46 CFR 183.05-50(b)(1) Old T

For each 79,500 L (21,000 U.S. gallons) or part thereof of any Class 3 (flammable) or combustible liquid being transported on board a vessel in a portable tank, rail tank car, or a motor vehicle cargo tank, there must be provided at least one B-V semiportable foam (152 L/40 gallon capacity) (see 46 CFR 95.50), dry chemical (45.4 kg (100 pounds) minimum capacity) or equivalent fire extinguisher, or a fire hose fitted with an approved portable mechanical foam nozzle with pick-up tube and two 19 L (5 gallon) cans of foam liquid concentrate. Each foam system must be suitable for use with each Class 3 (flammable) or combustible liquid for which it is required. Each fire extinguisher must be accessible to the tank it is intended to cover. Fire Suppression System was not installed on board during inspection. 49 CFR 176.315(a)

A hatch cover must: Have securing devices. Port and Starboard engine room hatches able to open freely. Reinstall hardware to return engine room hatches to factory, and to the satisfaction of the MI. 46CFR179.360(b)

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. Raw water leak in A/C piping located in the engine room at the coupling after the strainer. Repair leaking pipe and provide verification of repair to the MI. 46CFR182.100

A master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies. While observing a Man Overboard Drill, the inspector noted the following items: the rescue ladder was not secured to the vessel, allowing it to go adrift in a sea state; the deckhand did not don a life jacket; and the deckhand's safety harness was not secured to the vessel, but instead to the ladder, allowing it to take him with it should it detach from the vessel. Provide a means to secure the rescue ladder to the vessel to the satisfaction of the Marine Inspector. Provide additional training to crew making sure the above items are addressed.
