Received report vessel lost propulsion on the port engine while underway with passengers. Crew found the aft racor (primary filter) was air bound. Fuel system was primed and engine restarted. Observed underway operational test, port engine max RPM is 2150, at approx. 1875 RPM's port engine starts hunting. Troubleshoot engine, perform underway operational test, submit cause and repair to OCMI.
