Vessel reported a malfunction of the fuel rack actuator. This caused the vessel to be unable to power up the port side main engine. The Crew was able to switch out the actuator. The Port side engine was brought on line and tested several times. This vessel is enrolled in the ACP and therefore is required to notify ABS as the RO of the system failure. 74SOLAS(22) Ch.
