The condition of ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Port State Control Officer (PSCO) observed cargo vapor leaking from #3 cargo tank vapor dome. Upon further inquiry, found a wet ragfrozen to the vapor dome covering the leak. After removal of frozen rag, PSCO observed a cracked gasket between the mating surface of the vapor dome cover.

Gas detection equipment should be so designed that it may be readily tested at regular intervals. #2 boiler detection point was not accurately reading the correct gas concentration per the span gas. The space was last tested 20 May 2018. The procedures inidcate annual tested to be done.
