The vessel experienced an object fouled in the STBD shaft which secured the main engine. Vessel to survey the damage and enact permanent repairs to the satisfaction of the TPO. In accordance with 46 CFR 141.305 (Sub M, Survival Craft) the towing vessel JOHN QUIGG is required to have onboard a liferaft meeting the requirements set forth in 46 CFR 160.151, SOLAS B Pack (i.e. having an approval number of 160.151, SOLAS B Pack). 705c: Vessel is restricted from operating greater than 3 nautical miles from the baseline until a compliant liferaft is installed onboard. The liferaft currently onboard (described on the attached Life Cert.) has an approval number of 160.051 which is only permissible for use on uninspected vessels (vessels not holding a COI). As stated in 46CFR141.105 (Sub M, Lifesaving, Applicability), an existing towing vessel must comply with the requirements in this part no later than July 20, 2018 or the date the vessel obtains a Certificate of Inspection (COI), whichever is earlier.
