The vessel operator of each vessel required by 33 CFR 157.720 to have transfer procedures shall maintain them current and shall require vessel personnel to use the transfer procedures for each transfer operation. Vessel's transfer procedures are no longer considered current or usable as vessel's thermal fluid heater has been locked out and tagged out from use. Vessel operator shall submit a lightering plan to MSU Baton Rouge for approval prior to bunkering operations.

Make repairs to the satisfaction of the OCMI.
