When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built. Vessel reported a pinhole leak where the cargo expansion trunk meets the deck in the aft starboard side of the barge.
The barge was able to effect adequate temporary repair, however, after offload of cargo in Baton Rouge, LA, the barge is prohibited from conducting further cargo operations until permanent repairs are conducted and approved by the local OCMI.

THE OFFICER IN CHARGE, MARINE INSPECTIONS, SHALL SATISFY HIMSELF THAT THE VESSEL'S STRUCTURE AS SPECIFIED IN THIS SECTION IS SAFE FOR THE SERVICE TO BE SPECIFIED IN THE COI. THE PORT # 5 VOID SUSTAINED DAMAGE TO THE HATCH COAMING. THE VESSEL IS AUTHORIZED TO MAKE TEMPORARY REPAIRS TO ENSURE HATCH IS WATER TIGHT. A ONE TIME TRANSIT TO HOUSTON FOR A ONE TIME LOAD AND ONE TIME DISCHARGE, AND THEN EFFECT PERMANENT REPAIRS TO THE SATISFACTION OF THE TBSIP ENGINEER.
