MI found port shaft packing gland to be leaking excessively. Vessel already reported to USCG that the emergency shaft seal bladder had ruptured on this shaft.
Vessel to adjust shaft packing to acceptable level for in port and underway operations.

Please provide a corrective action plan addressing the deficiency concerning the masters knowledge base on TSMS.
