The current standards established by the American Bureau of Shipping in effect at the time of construction of the vessel shall be used. Vessel reported allision with anchor buoy of a foreign chemical tank vessel while mooring. Buoy hit the midship of the barge on the starboard side. Survey report to assess damage and testify to condition of vessel prior to movement.

As per 46 CFR 31.05-5, Progressive Barge Lines(owner) failed to maintain the Certificate of Inspection(COI) aboard vessel. The original COI must remain aboard vessel at all times for the vessel to be considered certified for the carriage of dangerous cargoes.
