Machinery and electrical systems must be maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel's port engine experienced a reduction in power and propulsion while vessel was topping around to drop off barges in a fleet. Make proper repairs to port engine prior to vessel returning to service. In accordance with CVC Policy Letter 17-10, the above deficiencies may be cleared by the operating company's TPO. TPO must submit a report to the cognizant OCMI within 72 hours of clearing the deficiencies.

Vessel lost steering capability due to object in rudders. Must verify object is removed from rudders and full steering capability is restored.

The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency conditions. This includes, but is not limited to, responses to alarms and restoration of propulsion and steering in the event of failure. This vessel fowled their port screw while transiting the Ship Channel, preventing movement of the vessel. Vessel must make corrective actions before carrying cargo. Vessel may utilize assist tugs if necessary to move vessel to a safer area. You may utilize TPO or USCG inspector to clear 835.

Resolution: The MARTHA T has a COI and TSMS, their TPO is Wavecrest Inc., the TPO received the dive report and engineering report and verified that satisfactory sea trials were conducted. Marine Inspectors cleared 835.
