The owner, managing operator, or master of each towing vessel must maintain the rqeuired navigational-safety equipment in a fully functioning, operational condition. The vessel's barge in tow suffered a fire, affecting the BIG A's VHF radio and AIS. Vessel repairs and survey of the vessel to determine extent of fire damage to be completed to the satisfaction of attending TPO. Objective evidence attesting to the satisfactory repair IAW company TSMS must be submitted to the local [name withheld] authorization of 835 clearance is required prior to being cleared to depart. 46 CFR 140.620(b)

46 CFR 143.245(a) & (b) Essential systems or equipment must be regularly tested and examined. Each towing vessel must perform the applicable tests in Table 143.245(b) of this section. The tests required by this section must be recorded in accordance with part 140 of this subchapter. MI observed that the bilge pump and associated piping, an essential system as defined in 46 CFR 136.110, was not being tested on a 3 month interval. Vessel must display proper operation of the bilge pump and piping system in the presence of a CG marine inspector. Vessel is allowed to transit to Blakeley Shipyard in Mobile, AL with two portable bilge pumps(tested during inspection) located on deck, ready for immediate use.
