Each towing vessel must have a reliable means to provide notification when an emergency condition exist or an essential system develops problems that require attention. The low fuel level alarm for the day tank was inoperable causing the tank to go dry resulting in a loss of propulsion ending with vessel running aground. In addition, the fuel transfer pump was secured and not in auto to transfer fuel when required. Prove the day tank low level alarm is operable and the fuel transfer pump is operating properly.
