Flammable and combustible liquids are being stored in starboard push knee. Push knees are completely open to atmosphere. Current storage arrangements do not provide equivalent level of safety.

Equivalent protection may include lifelines, wire rope, chains, and bulwarks that provide strength and support equivalent to fixed railed. Aft deck does not have any fall overboard protection. Install stanchion and chain system as discussed with Marine Inspector. If a different system than discussed is going to be installed, contact Marine Inspector for approval prior to its instillation.

Each towing vessel must be equipped with the following alarms: Maine engine and generator engine high cooling water temperature. Main engine and generator engine low lube oil pressure alarm. High bilge level alarm. Low hydraulic steering fluid level alarm. Low fuel level alarm if fitted with a day tank. Additionally, in accordance with table 143.245(b), alarm set points must be tested twice every 5 years, with no more than 3 years elapsing since last testing. Crew was unable to test generator alarm set points or steering fluid level alarm.
