During normal operations, the port-side shaft separated from the reduction gearbox resulting in a reduction of propulsion for the vessel. Propulsion machinery, including main engines, reductions gears, shafting, bearings, and electrical equipment must be maintained to ensure proper operation. Prior to the continuation of commercial operations, within 7 days affect permanent repairs to the port-side propulsion system to the satisfaction of the TPO and submit associated reports to the Coast Guard.

Each towing vessel must have a means to monitor and control the amount of thrust and rudder angle. The LUCY WEPFER'S port and starboard rudder is stuck hard to starboard causing a loss of steering. Repair steering mechanism and conduct steering tests to the satisfaction of TPO (TVIB) prior to moving from current location. Also, TPO (TVIB) surveyor must provide Sector Lower Mississippi River objective evidence that the steering mechanism is repaired and that steering tests were conducted satisfactory prior to moving from current location.
