The vessel reported a loss of steering while underway at MM 747 OHR. Prove proper operation of the vessel's steering system prior to departure of COTP zone.

Machinery and electrical systems must be designed and maintained to provide for the safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported a marine casualty on 17JUL2021, loss of steering. Following on site repairs and operational test of the vessels steering system the vessel may transit to Houston to complete a vessel survey of repairs and provide reports to USCG. If vessel is unable to conduct repairs a transit plan shall be submitted and approved prior to vessel getting underway.

Vessel may proceed from MM 95.5 UMR, to Woodriver IL, in order to complete permanent repairs to vessel due to loosing the starboard propeller after becoming entangled with tree debris. No cargo operations authorized until repairs have been completed. Repairs to be completed to the satisfaction of the local OCMI.
