46 CFR 143.205{c): Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems must: (1) be maintained to ensure proper operation; (2) be suitable for route and service; and (3) have suitable propulsion controls to provide the operator full control at each operating station. The starboard and port main engines lost propulsion.
Action required: 60 - Rectify deficiencies prior to movement

Resolution: The starboard and port main engines were restarted and ran satisfactory after the crew transferred fuel from #1 tank to #4 tank (day tank), refilled fuel and racor filters, and bled all air out of the engines.

Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. If the towing vessel is fitted with a day tank, a low fuel level alarm must be fitted. The day tank on board the RICHARD is not fitted with a low fuel level alarm. A low fuel level alarm must be fitted on the day tank.
