This location may be the station from which the cargo handling is controlled or such other location outside the cargo area as is acceptable to the Commandant. MI found remote emergency pull stop for vessels generator intended to operate the thermal fluid heater was inoperable. Fix remote emergency pull stop, and notify local OCMI to clear deficiency prior to the operation of the thermal fluid heater.

The person in charge of a vessel towing a tank barge that need not be manned, and each of them, shall be responsible for monitoring the security and integrity of the tank barge and for ensuring adherence to proper safety precautions. These responsibilities include: ensuring.... neither leaks cargo into the water, voids, or cofferdams nor leaks water into the tanks, voids, or cofferdams;...Ensuing that periodic checks are made of every tank barge in the tow for leakage of cargo into the water, voids, or cofferdams and for leakage of water into the tanks, voids, or cofferdams. Due to grounding the vessel, Sector Mobile requires hourly rounds of voids for indication of flooding until satisfactory survey report prior to continuing transit to New Orleans is received by OCMI. Should conditions change, notify the local OCMI immediately.
